level 17 side quests (evil) :: World of Warcraft

HELP I can only find 6 evil lvl 17 side quests (Grobb, Neriak, Freeport, Klick, and 2 in Highpass). Has anyone (non-enchanter) been able to locate the other 2. If not why the hell do good characters get 8!
