Ok think I finally got my head around it but one question remains. Before a raid I go see the Tribute Master and activate something, then I join my raid party, and it takes an hour to setup the raid and get to the destination, then all this time my benefit is ticking away? I can turn it off but have to go back to the Tribute Master to reactivate it?

yes

if you turn it off, the only way to turn it back on is back in your home town.
