What would be a good start for under 20 K? I never played melee so I really dont know much about it.
go to the bazaar , search for each slot . search by hit points because thats the most useful thing for low levels (after all , you only die when you run out of hit points , having 200 str isnt going to keep you alive longer , having 200 extra HP will) .
get STA to 100 or slightly over . after that i guess STR and DEX .
buy a haste item . flowing black silk sash or silver chitin handwraps (if ber can equip them) are the best bang for the buck
weapons - buy things with low delay , 20 or under if you can , no more than 25 . damage doesnt matter so much until you hit level 20
dont buy items with recommended levels .
dont spend more than 10k total because you'll want to buy other things as you level up . a possible exception to this is the iksar ceremonial BP , the added hp regen is worth the price (fungi tunic would be better , but out of your budget(and mine!))

Go away, give the 20 k plat to a needy froglok cleric named Courtin Andidride of Mt server so he can buy a mount and a ft item.
However if you insist on spending the money you will want...

2hs and 2hb and piercing weapon.
I would start out with a weighty polearm, centi warspear, and the shovel from lake rathe (its free!) All the weapons are cheap and you wont have a lot left after spending over 10k for a good haste item.
Rallic back, bag of sewn evil eyes for your loot.
Ldon armor, Gothic steel, cauldron steel, etc, good armor that will take you into your 30's at least.
Spend the most on a haste item, that way if you dont like the melee type and bag the character you can get most of your money back in resale.
But really Courtin does need a horse, he looks so small and lonely, and Ms. Mousey is pining away for him to get his horse and pay a visit.

Worked Dragon armor is farely cheap i went we ac 6 65 rings fbss( because there cheaper and haste is determined by lvls i think) using weighty pole arm (have wind blade that stealing from my war when i reach lvl 20) and some other 2hb that 31/35 dly that i cant remeber off the top of my head...
Besides anyhting that you equip on the zkr can be upgraded post 50 Heck even a full suit of rygor could last you ( armor is cheap nowadays ) But i think when you reach post 20 a zkr armor going to look somewhat respectable even if it says recmomned lvl of 55

I think the best crafted chain is acyrlia chain
