Take him to PC and kill some bandits or fiends, down to hunt lions and tigers and orcs (oh my) in EC or over to N/S Ro and pick on some bandits, or get brave and take on that little sand giant /laugh (he's only lvl 28).
The best place for a 16 SK IMHO is anywhere with a group. But I do like PC with a group of 6. /Bonus bonus

If you want to level fast I'd go with Malkindred's suggestion and head to Paludal Caverns.
On the other hand if you're looking to level a bit more slowly and make a bunch of plat then try the Karana's and do the pelt faming route. Kill lions, tigers, wolves, spiders, etc or whatever critters drop the trade skill components. Collect a few bags full of the stuff then set up your bazaar trader overnight. Come back the next day with a bunch of plat then head back to the Karana's.
