Progressive dungeon raiding: Tower of Frozen Shadows.

Raiding against multiple casters: Dalnir.

Raiding for decent loot with a good mix of mobs: City of Mist.

Raiding under difficult (underwater) conditions: Kedge.

ToFS and CoM will give you a chance to play with undead aggro - very important to get used to early on. Dalnir will make your monks happy with no-drop monk toys, and you can't get enough experience against casters. Watch for gaters!

Would like to second Kaesora. That zone is pretty much perfect for mid 30s people. You can single group the upper areas, or move deeper (lower) in with more people. Dalnir is also great for that level range. Both zones require you to move through the dungeon to get to the exit, so do some research. I personally feel that they are good zones for teaching raid discipline at earlier levels.

Wouldn't CoM be too tough for mid 30s?

yup CoM would be better for a mid 40s raid or 1 grp for 50ish for all stuff cept for reavers which generally require a few more
