Rogue epic is notoriously simple.
All in all though, it depends wildly on your definition of "soloable". Since I mainly play a bard, I'll use that to make my point. Can a lvl 65 bard solo Phinny for the backbone? Yeah, according to multiple accounts I've heard (and it makes sense anyway). Can a lvl 55 bard do it? Probably not. Would a level 50 bard want to solo in Fear for an Amy whip? Hell no. A lvl 64 bard with Vex Thall equipment and Fade? Might be fun.
Really, I'd say most epics can be largely one-grouped or soloed for most of it. Question is, do you want to be running your epic quest at the point in the game where getting it is largely trivial? Chance are, by that time, the epic itself isn't all that much of a prize (excluding a few choice epics).
