You buy it, you can download the last two expansions - LoY and LDoN - but only those two to my knowlege. There's likely a package that includes LoY by now but there's definitely the Gold edition that has the original game, Velious, Luclin and Kunark expansions included.

You want to buy Everquest: Evolution. This contains The origional EQ, Ruins of Kunark, Scars of Velous, The Shadows of Luclin, The Plains of Power, and The Legacy of Ykesha in one package for about $30. Then, if you like the game, you can get Lost Dungeons of Norrath. SoE does offer a downloadable version for a cheaper price, but unless you know what to back up for the expansion, you will have to download it in the event of a reinstall.

If you decide to get LDoN buy it in the store. You get some nifty weight reduction bag or something. It's only about $8 more than the download.

You may have to petition for it. Ever since the last patch, the /claim command has not been working.
