Who is MeekFollow

I was just wandering around today, and thought I might go into befallen to seek some revenge of the skelly's that tormented me so much at lower lvls. Anyhow, I zoned in and went to the door on the left and there is a dwarf in there and kinda around the coner named Meek, (who cons red to me a 53). He starts saying something about so many dead to kill and asks if I have come for the potion. I Say I have come for the potion and he says to tell him the four clues. I looked around this site and a few others, but I cant seem to find any info on this npc or the quest. Thanks much for any info, not too important, I was just curious.
