Yup, when I saw the 10 extrarage i was like wtf?
checked it, rank 1 is +3, rank 2 +6 rage.

PS: if you look at the spellhistory:
description changed from 'Increases the rage generated by your Charge ability by 5.' to 'Increases the amount of rage generated by your Charge ability by $/10;12695s1.'
obviously bugged

I believe this description to be wrong -- in game the talents UI says that Rank 1 of Improved Charge only gives 3 extra rage.
