Find the three gemstones of command: The Gemstone of Smolderthorn, Gemstone of Spirestone, and Gemstone of Bloodaxe. Return them, along with the Unadorned Seal of Ascension, to Vaelan.
The Generals, as told to you by Vaelan, are: War Master Voone of the Smolderthorn; Highlord Omokk of the Spirestone; and Overlord Wyrmthalak of the Bloodaxe.
As you can see, the unadorned seal has three empty sockets. Each of those sockets must be filled with a gemstone representing the leadership's command. Finally, Overlord Wyrmthalak, master of the lower citadel, must forge the seal in the flames of the Black Dragonflight.
Understand this, mortal: the chance that one of the three generals of the lower citadel would carry a gemstone at any given time is rare. You must be vigilant in your quest. Remain determined!

The Unforged Seal of Ascension is now ready. It is time for the final step.
It will help to bring a few potions and consumables. You need to be quick if you are switching forms, though. Sometimes it's better to kill things in cat form and get it done quick, other fights you're in bear form and praying for your frenzied regeneration to stop cooling down so you can use it again. Swipe is your best friend. But every single boss in here can be soloed by a feral druid. Even Wyrmthalak, though his adds are a pain. And because all three now always drop their gem, you can get your bits in one run. As for the trash pulls, you should be able to solo most of them, too. Runner and healers are the sticky parts.
If you are also an enchanter, you should be walking out with at least 6 Large Brilliant Shards, if not more. Good cash there.

Took me 1.5 hours to get all the gems & forge the seal.
I had 1 minor hickup... When i came back with the forged seal, Vaelan didn't want to speak with me. Than i killed some more mobs to get a new unadorned seal. This did the trick & he wanted to speak with me again & i got my reward.
Get Quest or Hand in.
Enter Foyer.
Right hand side up ramp and turn right.
Stop at ledge and watch for Pat.
Jump down left side of ledge.
Down ramp and turn left and follow corridor.
Come into large room hard left to wall.
(note if you want to see where you have to then hard right. Look up and diagonally across room to about halfway point. You will see the quest giver/returner x2 up on a ledge. Look to the right and on same level as you are. There is a stone face slope you can make out beyond the flat wall. You need to go up that to it's far corner where you can jump up to same level as Valean.)
If you are 60 hug the left wall all the way around you will not aggro, the 55 that came with me did aggro the mob.
(So enter room hard left you will be safe either right or left no mobs there. Hug left wall turn left hug, turn right, hug, turn left to slope, go around stone slab/obstruction left and up to top corner. From there obvious.)
Approach Valean he looks like a bad guy but transforms and speaks to you.
He will give you the quest, a 55 came with me and could not get it so I'm guessing you need to be up near 60.
You get the quest (I had gems and seal). Hand in quest. He gives you a box with two items. Open the box put items in your bag. Now you have to go to Dustwallow Marsh to a cave where there is a Dragon. Take a group of 5 people have a healer.
You fight the dragon till about 5% of health remains. Tell your group not to be idiots and use DOT's. The round item from the box will take over the dragon. If you have a pet Dismiss before starting you cannot be in control of the Dragon and another pet.
Once you have the Dragon to about 10% place the Seal on the ground by right clicking on it.
Then at about 5% of Dragon health stand near or under Dragon (healer handy now) and use the orb looking item by right clicking. This is how you take over the Dragon. Once in control you will get an extra bar (like pet bar) use the Flame option. You will be in control of the Dragon it's like Eyes of the Beast if you are a Hunter. Take the dragon to where you have placed the second item (It can be placed more than once near each other 5 Max). It does not seem to target the Seal to be fordged so try clicking on the seal and zoom the dragon eyes onto the seal, remember time is limited. Activate the Flame action on the Dragon Bar. Have one of your members nearby so tey can see if the seal becomes "Right clickable for looting". If so your done kill the dragon loot the seal (not from the dragon) and return to Valean.
Now remember it becomes a Loot item so anyone can take it!! be careful of slack Horde especialy Wizbangflash he ninja'd ours. Hopefully he will be thrown from the game.
The Key to UBRS is not a key it's a Ring. Approach UBRS door and it will just open for you.

Quest can be done in a raid. Here is a summary of who drops what (in order of appearance):

Aspect of the Monkey and Track Humanoids up for the entirety.
Zone in, Dismiss Pet and wait by the door for the 2 patrolling mobs to clear the area, then run up the right stairs and around the corner to the drop off and Feign Death.
Drop down and wait on the ramp where you won't agro the lower patrol and call your pet. When that patrol emerges from the hallway near the Invoker, send your pet on the patrol (make sure Growl is on) and run by, through the hall and around the corner to the edge (where you would drop down for the shortcut to Hordemar City) and Feign Death.
Wait for the patrol to come to the edge of the hallway and return, then move away from the ledge to the inside wall. Send your pet on the Raider and run by. Keep against the wall on your left and Feign Death when you're clear. You can now approach Vaelan without any further agro and hearth out.
I tried this just to see if I could and had no problem. I got a little beat up in the first room, but that was about it. You could send your pet for that too if you wanted to, but I wanted to make sure I wouldn't be there too long and agro the patrol again or jump/fall off and have my pet pull the whole room. In retrospect, I should have used Deterrence, but didn't think of it at the time.

To get to the quest giver...you can join a ubrs full run! When you are finished...you can jump of the bridge and down to questgiver...you might die from the fall...(havent really tried it), but what do we have ankhs for! =D

This opens the door to UBRS, provides some protection from Gyth's breath, and allows you to summon Vael while fighting Rend.
Does anyone know if there are other rewards for this quest?
I was under the impression that you can get a FR ring and I was really looking forward to it because i currently only have like 54 FR unbuffed which is worse then pathetic.
The orcs in Orc Alley have the highest droprate for the unadorned seal. I ran the instance about 20 times before I finaly got my last two stones. Good luck.

The "Lessor Invisibility Potion" only lasted for 14 secs, and unfortunately the roamers were coming through the 2nd room at that moment, and I was waxed quickly.
I ran back to IF and bought the recipe for the higher "Invisibility Potion", and made myself 2 potions and headed back to retry it.
Note: There's a 10 minute cool down on this potion (but it lasts for 18 secs), so be prepared to camp out for 10 mins., come back and reinvis FAST (and cross your fingers for good timing on the roamers). The 2nd run was a complete success.
