Bring Gerenzo Wrenchwhistle's Mechanical Arm to Ziz Fizziks in the Stonetalon Mountains.
I met Gerenzo once, but let me tell you, he's not easy on the eyes. His flesh looks like it's rotting away, and he's grafted metal and gears onto his body, replaced some of his limbs with mechanical ones.
Northeast of here, far above Cragpool Lake, up near the water wheel is where Gerenzo watches over the entire site. There's no way I could fight my way up there, not to mention take on Gerenzo... But you look like you might be able to make it.
If you kill him for me, I'll make it worth your while!
Sputtervalve will want some sort of proof that Gerenzo's dead. I think his mechanical arm will probably do.
Look at that thing... it'd take a gnome to come up with something like that. I can't understand why you'd cut off an arm, and replace it with that, when you could just keep both arms and add a third!
Gnomes, I tell you...
At least Gerenzo's out of commission. Hopefully that'll be enough proof, and Sputtervalve will assign me to one of the Tinkers' Union workshops in Gadgetzan or maybe even Undermine.

Funny thing in my case...... In all my "brilliance" I saw that I could bypass the the corner of scaffolding where 64,40 lies by jumping to the lowerlevel. This had me heading directly for 63,40 while not having to deal with a couple mob in the process. Of course when I got to 63,40 all I found was the machine operator, and from there I made my way to the vendor like others, only to gind Gerenzo was nowhere to be found. What's worse (HE, HE) is that I read posts here stating Gerenzo can take as long as 1 /1/2 hour to respawn. So, as some mob did seem to respawn after my arrival (that I had not killed myself) I assumed someone had beaten me to the punch. But after 15 minutes (as I am nowhere near patient enough to wait 1 1/2 hour for this small a quest) I looked back under the tarp at 64,40 (the part I had jumped over), and cursor a the little fella in the corner, and GUESS WHO IT wAS.... that's right! Apparently he was there all along.
Anyway, if I am right that someone had been there just before me, then it seems he must respawn pretty quickly.
Gerenzo is at 63,40
When u reach ramp after swimming through lake, stay left anf follow path upwards.
To get to Gerenzo, look for the huge water mill at the end of the lake. There are a few different ways to get to the path leading up the mountain to the mill. I know I came on land the first time, and the second time was from the lake.
Why 2 times?
As sagittaep said, be careful about falling! I killed Gerenzo, his guard, and the mechanical creation. I had looted the creation, and was on my way to Gerenzo when I fell, and the fall killed me. Unfortunately, you cannot resurrect on the platform. I had to resurrect below and go up again... by which time they'd all respawned, so I had to kill them again.
Not sure why it took 1 1/2 to 2 hours for him to respawn for TrinkaLou. For me, it was about 5 minutes, at most. Oh, and both times, they were in the same place: first platform off to the left (3rd or 4th platform in the sequence).

To get to him, head to Cragpool Lake and follow the east bend. Go around the mountain hills and follow the northface mountains back to the lake and you'll find the walk up from there to the overlook (69,40 to 64,40). The highest you'll end up going is 63,37 which on the minimap looks like you're going to cross the state border but you're not. At 64,40 you'll find the operations center.
At level 31 it only look a short while to kill all the 20s and 21s until I got down. There were up to seven blocking the way. Weapons, dynamite, and guns are the only weapons they carry.
At the end you'll face Gerenzo a mechanic who launches a third, a mechanical warrior. I killed the mechanic and then his minion with little difficulty as they are 21 and I'm 31. Gerenzo is 27 but he died anyways.

Went in, picked off the builders and engineers one by one, then charged Gerenzo and the last lvl22 engineer. He spawns a mechanical minion, but it's nothing to worry about.
Used retaliation, demoralizing shout, hamstring & cleave, then heroic strike to finish him off.
Not much of a job.
Second time, I was sprinting to catch up to him, he was at like 15ish, and I jumped off the docks and hit the rocks. /sigh
Third time, dropped him, he had an add but I said screw it, looted and jumped off to a nice death, got 22 from killing him, vanish/distract woulda been alot more helpful...
Anyway, coords are correct in post below, he's a 27, so kindve a pain at lower levels. Also goes to show that determination, beats giving up and yelling alot.

Also, tip: Don't fall off the edge. The water isn't deep enough close to the ramps and you will land on ground and die. Learned this the hard way.

Location is 62 40 I am standing right in the spot were he is sappose to spawn and nothing...
Soloed lvl 23 warrior; wacked em, picked up hand, died rezed, drop down hill and done.
4 min of walk time to sunrock so 4 more till sickness fades no sweat for over 2k xp.
Go up in cat form. Single pull and solo the normal mobs on the platforms, they're all lev 20 / 21. Make sure you apply a RIP after the third or fourth Claw, this stops 'em from pulling adds onto you.
Watch out for the Engineer, as he pulls a mechanical helper out of nowhere.
The main guy is a single pull. Pull down a level to you (This is how he's a single!) with Faerie Fire whist in humanoid form, change to CAT form right away (You're thinking BEAR, right? Well no, cat form has the DPS, bear doesn't), Build up 5 combo points with Claw, apply a rip, change back to human, cast a Healing touch, followed by a rejuvenation, then it's back into cat mode to apply more DPS...
Make sure you try to keep a 3 combo point or more rip on the little sod, so if he does run away (And he will at 10%ish) he doesn't make it too far.
Needless to say you'll have cleared all the other mobs on the lower platforms, right? ;)
It's amazing you can do this at level 22 solo, the mob is level 27, five levels above you! Technically you shouldn't be able to lay a finger on his arse, yet the power of the druid shows through again!
At level 22, I got the cloak, 22 silver, and 2200 XP from this phase of the quest.
i had a 24 windserpent pet for this one. i was able to put down the two adds but the pet died. i ran for it. good thing gerenzo stayed behind. i healed up and finished the job.

Just kill down to him, target the add. For myself, dropped earthbind, searing, and healing wave. Kill the add and run away. The little mech that spawned despawns when you're out of combat. Now you have Gerenzo all by his lonesome. Rinse and repeat.
There is a roamer that I had noticed before starting, but I figured someone would be dead before he came back around. Wrong. He made it to me before the deed was done, so i thought...what the heck, 1/3rd health, just jump in the water. Loot up and jump off. That leads me to my final suggestion, jump off the east side of the platform. I had about 300 of my 950ish hps and the fall was for 923. You do the math.
Good luck to all you hordies doing this. To you alliance types, jump off the north side. =)
Used evasion skill to improve dodging of course and 1 healing potion.

Sap Gerenzo, beat the goblin on his platform, vanish (this will remove the mech-add created by the goblin), regen, and regularly beat Gerenzo up.
I had no pots, but Gouge+bandage was handy. Beware that he runs like all(?) other humanoids do, so make sure he doesnt run into a heap of adds.
He ran down the ramp and pulled me a gun-toting maniac. Did a quick loot on Gerenzo, gouged the gunman, bought a pair of pants from the vendor, and jumped into the water.
Not exactly a piece of cake, but doable.
On my last and finally successful try I had him on the platform with the big machinery and since I was able to attack him from above, it was an easy task because his guard doesn't follow him when you attack Gerenzo directly.
So the point is, have a go at Gerenzo from a distance when you can and don't bother taking out his guard first. Gerenzo attacks together with his guard, but his guard doesn't join him when he is under attack.
