Well whats the diffrence between the skinning knife you buy off a vendor or one found? and is there a level i need to be before artisan? because i can learn it now..im 29 undead rogue.

with the finkle you can skin dragons as long as you have the +5 glove enchant. you need 315 to skin boss dragons as well as a lot of the mobs in the higher lvl instances. If you can get the finkle. DO SO

+5 skinning from an enchanter

+10 Skinning from a knife (Finkle Skinner) that drops off that doggie (the beast) in UBRS
