I was fishing next to the fishing sales man, under dalaran. I don't know if this may help you catch him, but i caught it at about 3pm, and i was fishing there for about 5 minutes. caught him on my 18th cast i think it was. so i guess i got very lucky. good luck.
Takes a long time to catch

This took my horde character a little over 2000 casts to get him. I saw people walk up on more than one occasion to catch him within an hour. I was using the sharpened fishing hooks from the fishing daily from Shattrath the entire time. I got several stacks of magic eaters that I gave to guildies (gives random buff food or turns player into a random animal for a minute) plus lots of grey junk. The best place to fish him in my opinion is off the dock from the inn in the dalaran sewers. You can sell the junk to the fishing guy so at least you get some money and if you are lucky and need a lure you can get a fish attractor +100 lure. In addition the dalaran lag is less in the sewers but can still get bad. Be prepared for the usual set of obnoxious players who want to run afoul of your lure and fishing.

Happy Fishing and good luck in catching him.

I've been fishing a few days trying to catch this while waiting for various things in-game. Nothing so far. My husband, however, caught TWO of the darn things within the timespan of one lure! Pity they're soulbound. Hoping for better luck following this post.

Got him today (Tuesday 27th Jan) after only 5 casts in Cantrips and Crows end of the pier (near fishing supplies) but I was fishing there loads on different days. I gave up for a while and then stated fishing for him again. I used Nat Pagle's Extreme Angler FC-5000 and 100% lure with fishing 450, I didn't have anything else like the hat or fishing line. I didn't count how many casts or misses I did cause it would have put me off I think. But I agree that it's best to fish a bit in spare time eg. waiting for BGs to start, rather than sitting there for hours on end ever day.
I don't know if this makes a difference but it was about 14:15 GMT and I was on Darkmoon Fair (server). I was fed up cause the BGs were taking over 25 mins (hardly anyone on)to start so I decided to fish while I waited.

I fished with the Aquadynamic Fish Attractors (made by my engineer), from the same place (edge of the pier, Cantrips and Crows), with fishing maxed at 450, with a +25 pole, and +2 fishing enchant, it took me close to 1400 casts and catches (only missed a single catch, early on when I didn't notice my lure run out).

I did this in 2 days of VERY OCD-like, trance-state, fishing.

I have to say that this is now my favourite of all my non-combat pets.
He truly is a GIANT sewer rat. On my B.Elf hunter he comes up to his waist.
And his run animation is totally adorable.

No picture I've seen of him really does him justice. He is, in my opinion, the most "life like" of all the vanity pets. His run animation is very cute too (he runs pushing with his hind legs). He doesn't look like some blur speeding behind you to keep up.

This is a very rare catch - be prepared to fish ALOT to get this one. I've read some people have been fishing 2000+ catches and still no rat! I caught mine after a total (over many sessions) of about 600 casts. Was fishing at the end of the jetty in Cantrips and Crows, maxed out fishing with a +20 pole. Interestingly I decided to lure nightcrawlers (rather than the standard lures) and caught the rat in about 5 casts (in fact, just after I had a "fish got away" message). It may be a coincidence, I don't know. Good luck getting the rat - it is well worth it in the end!
