It has no proc chance.

It hits 2 targets within 8yards or so for 25-45 nature damage, roughly every 8 seconds.
Although I have yet to try this in Rainy weather, it is supposed to perform alot better.
However it does hit critters for alot more than normal mobs (roughly 666, probably what it does to normal mobs in rainy weather).

Overall, they are pretty much like the delicious chocolate cake - useless beyond a bit of fun.

edit: forgot to mention, they shock anything that can be hit, if you are in or out of combat. So be careful with CC :)
