Seems like it should have a ALOT better proc rate for a T5 raid drop.

Sounds like cats would have best chance of the 2-3% proc due to thier 1 second attack speed.

63 str in cat with that low proccrate is not good enough by far since there are a trinket from badges- the Bloodlust broach that gives 72 ap passive and 278 ap when used on a 2min cd...
Same goes for every other stat it may give.. there are way better trinkets that you should already have since they are so easy to obtain from normal and heroic instances
The only thing that is quite unique and useful is the 4k armor in bear form.. but still proccrate too low and if you are doing SSC as a tanking druid you are probably armor capped anyway so even this is completely useless.
Conclution.. completely useless.

I used to think the same thing about tier 4/5, that it was sh*tty hybrid gear. However, now that I've leveled to 70 and seen what else is available, I am actually collecting tier 4, and will soon get tier 5. Why? Well even though it's got hybrid stats, it's still better than anything else out there. There is very little leather gear at level 70 with strength, agility, and stamina. It's mostly AP, agility, and stamina. So yeah it could have better feral stats if they got rid of the int and spirit, but even with it, it's still top-notch gear compared to what else is available to us. Except the T4 gloves... those are horrible. I'm glad you don't need all 5 pieces for a bonus lol.

It procs (for me) a 170 +healing buff that last for 15 seconds, but the proc took me about 40 casts to get it. So, I would rather just use my CD trinks that boost +healing, and have passive +healing. I would also go as far to say as with the new item buffs received at 2.1 patch, the ribbon from Gruul's is a much better trink than this item. Don't waste your DKP if you're a resto druid. It would seem the most beneficial portion of this is the moonkin +180 dmg and bearform armor.
