The fishing daily has you catch a Monstrous Felblood Snapper. They had to give you something else to catch that wasn't the quest item. This is that something.

It's the usual, they implement an item before it has any use.

Will probably be a potion or a rep quest like lightning eel (wish also was implemented before it had a use)

If it was used in a quest currently doable, it would have appeared by now.

I highly recomend stacking up some, they'll probably be worth a lot the first days after a use has been implemented.

Yeah, they may be gray, but fish-eating hunter pets still like them. They only give 17 happiness to my level 70 bird, but he still likes 'em and they're free!

I believe it is to allow you to advance your Fishing in areas that don't actually have fish. I reeled in a stack while waiting for some monsters to respawn, and while they aren't good for anything (except an odd bit of copper), I did get from 360 to 361 while there. [shrug]
