Choker of Enlightenment - would you really spend points on this when the All-Seeing Eye is free? Maybe 6 months ago but you'd be stupid to now.
Jin'do's Evil Eye - I'd rather have the spirit on All-Seeing Eye than the int on Jin'do's, and the extra +healing is cancelled out by the bonus I have with Zalandar Confessor's Mantle (the best shoulders pre-AQ).
Put simply the choices for healing necks really are limited. I personally would only spend points on Pendant of the Fallen Dragon or Angelista's Charm, Pendant being my choice for the mana regen.
+8 Intellect ? i can get that from green stuff..

I'm pretty sure you've never been to MC. This is a GREAT necklace for a priest. This is slightly better than choker of enlightenment, an EPIC drop. So stfu FFS.

The Stat points are the same, but they are better devided. More spirit, less Int.
The PW:S bonus is not much at all, but its a gimmic.
In combination with the Zandalarian Mantle, which is also better than Prophecy shoulders, it gives +22 Heal power.
(my opinion)
btw: A priest doesn't need int for main Attribute
