If I had to choose, I'd take those for longer fights (lets say, anything in MC, Onyxia, and even over Arcanist mantle until I'd have enough set-items for the first setbonus), and the Shroud for short fights where I need burst damage - like, when some tauren warrior is trying to show me how to live with a big sword through my body (or, rather, not live)
Give me some recs please - what's better? This, Shroud of the Nathrezim, Epic Shoulders from Arathi basin or Arcanist mantle?
(please bear in mind that my mage is a firemage, not one of those forced to go ice in MC)

This is far better than the Shroud . Spirit is only useful for evocation for mages, and +1 crit is equal to around +10 dmg.
As for the Arathi epic shoulders, they are of course much better for PVP (due to the +18 sta), but for PVE the situation is not as clear, though I think they are better here too. +1 int and 4 mana/5sec vs +8 dmg.
Considering the Arcanist shoulders, they are better for both PVP and PVE. +5 int, +7 SR, +5 spirit and 4 mana/5sec vs +6 damage.
I'd also like to note that the Burial Shawl is (slightly) superior to the Zandalar Illusionist Mantle in every way...
