noted that the time of day influences catch rates.
At 11amST, i decided to do a little experiment.
Before noon, I caught 0 eels out of 100 catches
After noon, I caught 7 eels out of 100 catches
So it would seem that fishing between 12:00ST and 18:00ST does increase your eel catching

Then again...you're probably in high school so we'll forgive you, Gungarr
Anyway, Stormchops can be made w/ a clefthoof meat and one of these. It's got the same effect as Dragonbreath Chili, only with lightning. So it's mostly a fun thing, with a little bit of useful effect, on occasion.

At least until 2.1.0, when fishing will be removed from PvP battlegrounds.

as for the other guy saying people are slow... well.. there's a lot of weird stuff going on, and apparently you dunno for sure what that thing will be for, but in any case, we have hyjal, caverns of time, old ironforge, etc etc etc that's not 100% explained yet, and all you can say about it is no more than speculation based on nothing but the fact that there's an expansion coming out

Thus far I have not seen any alchemy recipes which call for the Lightning Eel. The only thing they appear to be used for at this time is the AD faction quests which involve the Writs.
I've had some luck with Jademir Lake / Dream Bough at the northern portion of Feralas, just mind you the rather nasty lvl 61+ elite cliques roaming about. The Plated Armor Fish is much more common, so far, than the Lightning Eel in this location. You will need to adjust your fishing skill. 300 skill + Nat Pagle's + Aquadynamic Fish Attractor gets the job done; however, a lesser modded skill may work as well. Stick to the shoreline and you should be able to avoid aggroing the elites, if you are level 60 - I make no guarantees for lower level toons' safety. Shadowprey Village is relatively nearby should you wish to cook up the large amounts of Raw Whitescale Salmon you will end up with, or should you require a mailbox. [edit 9/29/06] Lower level toons should be able to fish safely by standing on the log which stretches over the body of water. I have elected that my new fishing spot. I have space for my campfire to convert sunscales and it's out of the way of all the mobs. Not sure How low level you could be, but I would think you could go to 50 safely . . . getting there may prove difficult, but once you're there, you should be okay.
I ended up with 45 Raw Whitescale Salmon, 20 Plated Armor Fish, 10 Lightning Eel, 16 Raw Suncscale Salmon and 12 Raw Nightfin Snapper after about 2½ hours of very distracted fishing. A determined angler less prone to distraction, would likely have more success.

Tried out Deadwind Pass and had about the same amount of luck. Also raw redgill here which seems to waste some casts. Ventured to The Master's Cellar and found a way to alleviate the boredom between casts. Mobs pop about when my fish attractor wears off so I go kill a few mobs for coin and runecloth. Overall, a peaceful fishing spot. Little tricky to get to w/o stealth as you'll have to fight your way down. Without MoD the mobs see through stealth quite well even at level 60, so be aware of that. I may or may not try another fishing hole. I'm rather enjoying the peace and quiet in the cellar. =p

Ok, tried Frostfire Hot Springs today. 26 minutes of fishing yielded: 20 raw whitescale salmon, 10 sunscale salmon, 9 lightning eel, 2 plated armorfish and 1 redgill. This was at the larger of the lakes (the one with the rock in the middle) at approx 36,37. No disturbances, easy to get to, fine for a lower level toon as the mobs are about 53-55'ish. They don't wander close to the lake at all so low level aggro shouldn't be an issue. Set up a campfire for ambiance and relax. :)

Rogue (subtlety spec) at level 35, the elites aggroed through stealth and ate me for lunch. At 44, I snuck past them by swimming underwater (which had not worked, before). The log is safe at this level, as are several other areas near trees and on sand-spits along the western shore. DO NOT! try the island, unless you can withstand 2500 damage per hit from the wandering dragons. That's whatcha call just a bit ouchie.
At about Fishing 290-300, I no longer needed a lure. This is the best place I've seen to get the plated armorfish.

Hilarious! But I took your advice... it was so relaxing. And when I woke up the next morning I had keyboard marks on the left side of my cheek... >:(

Mystery is an expensive thing, I gues... :P
I think I'll store a stack of these and Plated Armorfish on my alt, just in case.
Because Broken Silithid Chitins were always intended to be "junk loot".
Which should lead people to believe (as these have been in the game from the get-go) that these will have a future use...especially with the fact that someone posted reporting on it, and being told they're "working as intended". =P
So you can punch stuff.
