The plans were a pain to get, hard to get groups to do Urok so good luck. Helms is def worth it to tank with, better than Golem helm if you have the mats, kind of expensive if you have to buy it. Gives a nice boost in HP.

150 more armor, 4 less stamina, 12 less strength, 2 more defense. its free. its a quest reward. the quest starts with three quests from tirion fordring in the EPL.
there are some common drop leggings out there that aren't bad, but enchanted thorium leggings beat most. the leggings are the first piece i'd buy. probably the only piece too. not enough armor on the chestpiece, and the helm isn't enough better that golem skull to warrant 300g. if you have the money, go for it, but i don't
